19 other sites too were ‘hosting offensive content'

Granting sanction to prosecute 21 social networking websites, including Facebook and Google, the Union government on Friday said there was sufficient material to proceed against them for offences of promoting enmity between different groups of people.

They are “doing acts prejudicial to the maintenance of harmony” and hosting content that is “provocative, assertive and propagates prejudicial to national integration (sic),” it said.

The Department of Information Technology placed its report before a Delhi court, after which the court directed the Ministry of External Affairs to get summons served on over 10 companies that are based abroad, after summons issued on December 23 remained unserved.

The court, on that date, observed that offences punishable under Sections 292 (sale of obscene books, etc.), 293 (sale of obscene objects to young person, etc.) and 120-B (criminal conspiracy) of the IPC could be made out against the accused.

It also directed the Union government to take appropriate steps and file a report after it received a complaint that these websites were hosting content considered objectionable.

“The sanctioning authority has personally gone through the entire records and materials produced before him and, after considering and examining the same, he is satisfied that there is sufficient material to proceed against the accused persons under various Sections.

These are Sections 153-A (Promoting enmity between different groups… on grounds of religion, race…and doing acts prejudicial to maintenance of harmony), 153-B (Imputations, assertions prejudicial to national-integration), and 295-A (Deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs) of the Indian Penal Code,” the DIT report placed before Metropolitan Magistrate Sudesh Kumar said.

Uttar Pradesh

In Hindu Mythology this is the first of the big bathing days. Over two million people gather at their respective sacred places for this holy bathing such as Allahabad, Haridwar(Haridwar is now in another state called 'Uttarakhand) and Varanasi in Uttar Pradesh.

Kite flying is an inevitable part of the festival in Uttar Pradesh, as with many states of India such as Gujarat and Maharashtra. Like other places in India, the references to Til (Sesame seeds) and Gud (Jaggery) are also found in the songs sung on this day

Rajasthan

This is one of the major festivals in the state of Rajasthan. It is known as "Makar Sakrat" in the Rajasthani language. This day is celebrated with sweets like Ghevar, Til-paati, Gajak, kheer etc.. Although traditionally flying kites is observed as a part of this festival.On this occasion the sky in Jaipur is filled with kites. People invite friends and relatives to their home for special festival meals (called as "Sakrat Bhoj"). If we cut someone's kite in rajasthani we called that "vo kate".

Kerala

Makara Sankranti is celebrated in Kerala at Sabarimala where the Makara Jyothi is visible followed by the Makara Vilakku celebrations. The 40 days anushthana by the devotees of Ayyappan ends on this day in Sabarimala with a big festival.

Maharashtra

In Maharashtra on the Makar Sankranti (मकर संक्रान्ति) day people exchange multi-colored halwa (sugar granules coated in sugar syrup) and til-gul ladoos (sweetmeats made from sesame seeds and jaggery). Gul-polis (flat bread stuffed with jaggery) are offered for lunch. While exchanging tilguls as tokens of goodwill people greet each other with the words, "Til-gul ghya, god god bola" meaning ‘Accept these tilguls and speak sweet words’. The under-lying thought in the exchange of tilguls is to forget the past ill-feelings and hostilities and resolve to speak sweetly and remain friends.

This is a special day for the women in Maharashtra when married women are invited for a get-together called ‘Haldi-Kunku’ (literally meaning turmeric and vermillion) and given gifts such as utensil, clothes etc. Typically, women wear black sarees or black coloured outfits on this occasion. The significance of wearing black is that Sankranti comes at the peak of the winter season and black colour retains and absorbs heat, helping keep warm.

Karnataka

This is the Suggi or harvest festival for farmers of Kaveri basin of Karnataka. On this auspicious day, young females (kids & teenagers) wear new clothes to visit near and dear ones with a Sankranti offering in a plate, and exchange the same with other families. This ritual is called "Ellu Birodhu." Here the plate would normally contain "Ellu" (white sesame seeds) mixed with fried groundnuts, neatly cut dry coconut & fine cut bella (Jaggery). The mixture is called "Ellu-Bella" (ಎಳ್ಳು ಬೆಲ್ಲ). The plate will also contain sugar candy molds of various shapes (Sakkare Acchu, ಸಕ್ಕರೆ ಅಚ್ಚು) with a piece of sugarcane.^] There is a saying in Kannada "ellu bella thindu olle maathadi" which translates to 'eat the mixture of sesame seeds and jaggery and speak only good.' This festival signifies the harvest of the season, since sugarcane is predominant in these parts.

In some parts of Karnataka, a newly married woman is required to give away bananas for a period of five years to married women (muthaidhe) from the first year of her marriage, but increase the number of bananas in multiples of five. There is also a tradition of some households giving away red berries "Yalchi Kai" along with the above. In North Karnataka, kite flying with community members is also a tradition. Drawing rangole in groups is another popular event among women during Sankranti.

An important ritual is display of cows and cattle in colourful costumes in an open field. Cows are decorated for the occasion and taken on a procession. They are also made to cross a pyre. This ritual is common in rural Karnataka and is called "Kichchu Haisodhu.

Goa

Celebrations in Goa closely resemble to that in Maharashtra. The men hardly take part in the celebrations but it is the women folk who celebrate 'haldi-kumkum'

Gujarat

Uttarayan, as Makar Sankranti is called in Gujarati, is a major festival in the state of Gujarat which lasts for two days.

1. 14 January is Uttarayan
2. 15 January is Vasi-Uttarayan(Stale Uttarayan)

Gujarati people keenly await this festival to fly kites, called 'patang' in Gujarati. Kites for Uttarayan are made of special light-weight paper and bamboo and are mostly rhombus shaped with central spine and a single bow. The string often contains abrasives in order to cut down other people's kites.

In Gujarat, from December through to Makar Sankranti, people start enjoying Uttarayan. Undhiyu (spicy, baked mix of winter vegetables) and chikkis (made from til (sesame seeds), peanuts and jaggery) are the special festival recipes savoured on this day.

In the major cities of Vadodara, Surat and Ahemdabad, the skies appear filled with thousands upon thousands of kites as people enjoy two full days of Uttarayan up on their terraces.

Bihar

In 'Bihar' , the festival is celebrated on 14–15 January.

On 14 January, it is celebrated as Makar Sankranti or Sakraat or KHICHDI (in local dialects).As in other parts of country, people take bath in rivers and ponds and feast upon seasonal delicacies as a celebration of good harvest. The delicacies include Chura, Gur(jaggery), various sweets made of til (Sesame seeds) such as Tilkut, Tilwa, Maska, etc., curd , milk and seasonal vegetables. Kite flying festivals are also organized, albeit on a small scale.

On 15 January, it is celebrated as Makraat (in some parts of the state) when people relish special Khichri (Dal-Rice replete with cauliflower, peas and potatoes).

This festival is considered to be one of the most important festival. People start their day by worshiping and putting til (sesame seeds) into fire followed by eating "Dahi-chuda"(remember dahi-chuda is different than chuda-dahi, as in former dahi,i.e curd predominates over chuda,i.e. beaten rice or avalakki in Kannada in amount) along with Tilkut and Lai.

Generally in morning people eat chuda-dahi ( dahi-chuda is favorite of Brahmins ) with KOHADA(red pumpkin) ka bhujiya which is made specially with sugar and salt combination without adding water in it, with lots of LAI, i.e. laddus made of til, chuda, chawal(rice). After such heavy diet it becomes next to impossible to eat lunch in afternoon, so people spend time in greeting others, playing with kites. In night special KHICHDI is made. "khichdi ke 4 yaar, chokha, papad, ghee, achaar" some prefer to add many more side dishes with khichdi like chatni, tilauri etc. Name of this festival is Khichdi, because such grand and rich Khichdi is made only once in a year on this occasion. in year 2012 ,it is observe that makar sakranti ,in bihar will celibrate on 15th jan

Microsoft closes 2011 with an emergency Windows Update

Microsoft has issued a rare out-of-band update to plug a vulnerability in the .NET Framwork. The bulletin (MS11-100) comes several weeks before the next regularly scheduled Patch Tuesday in mid-January and addresses a flaw that could allow attackers to exploit hash tables to perform a denial-of-service (DoS) attack against a website built with Microsoft's ASP.NET application framework.
Usually, DoS attacks require thousands of computers (often malware-controlled systems in a botnet) to overwhelm a site with requests. However, this opening would allow an attacker to cripple a vulnerable site by sending a certain type of HTTP request. Each request sent would consume 100% of one CPU core. Sending several of such requests could easily devour all of a server's processing resources.
"Attacks targeting this type of vulnerability are generically known as hash collision attacks," the company said, adding that the hole is not specific to Microsoft's Web services as it affects PHP 5, Java, .NET, v8 and to some extent PHP 4, Ruby and Python. The folks behind those platforms are expected to issue similar updates in the near future, but the holidays will undoubtedly delay that process.
It's worth noting that this vulnerability isn't new. It was discovered as far back as 2003, around which time Pearl and CRuby made some changes to thwart such attacks. Microsoft's patch has already rolled out on Windows Update for Windows XP, Server 2003, Vista, Server 2008, 7, and Server 2008 R2. On the bright side, the company's Security Bulletin page doesn't mention a mandatory reboot.

Facebook cited in a third of UK divorces

Facebook is cited in a third of all 2011 UK divorce cases, a rise of 13% since 2009, according to a survey by Divorce-Online website.
33% of all behaviour petitions cite Facebook with inappropriate behaviour relating to the opposite sex as the most common complaint.
The top three reasons for listing Facebook in behaviour petitions include "inappropriate messages to members of the opposite sex", "separated spouses posting comments about each other", and "Facebook friends reporting spouse’s behaviour".
Twitter was only mentioned in 20 petitions out of the 5,000 surveyed, accounting for 0.4%.
